By-Laws

The official by-laws of the Bartlesville Fun-Addicts shall be reviewed for potential revisions in odd-number years.

It shall be understood that in the following by-laws, the terms Alley shall mean Bartlesville Fun-Addicts Clown Alley No. 188 and officers shall mean Bartlesville Fun-Addicts Clown Alley No. 188 officers. It shall also be understood that C. O. A. I. shall mean Clowns of America International.

Proposed By-Law Changes

ARTICLE I - NAME
   
Section 1:  The organization shall be known as Bartlesville Fun-Addicts Clown Alley No. 188.

Section 2:  Headquarters will be within the County of Washington, State of Oklahoma
 
ARTICLE II - PURPOSE
Section 1:  The purpose of the organization is to bring joy and happiness to others through
clowning. Section 2: To keep the image of clowning morally high in the eyes of the public.

 

ARTICLE III - Membership

Section 1:  Membership shall be open to persons 16 years of age and over
    
Section 2:  Applications for C.O.A.I. membership must be made on forms provided by the
Bartlesville Fun-Addicts, Alley #188. A valid C.O.A.I. membership number must
be obtained before applying for membership in Bartlesville Fun-Addicts,
Alley No. 188. Section 3: Membership may be terminated as a result of the following by a majority vote
of the officers:
            A. If member acts or speaks in any way detrimental to Alley No. 188.
            B. If member fails to renew C.O.A.I. membership dues and/or Bartlesville
Fun-Addicts membership dues. Section 4: All new members shall receive a copy of the Bartlesville Fun-Addicts Clown
Alley No. 188 by-laws. Section 5: Due to conflict of interest, a member may not belong to any other C.O.A.I. alley.

 

ARTICLE IV - RULES AND REGULATIONS
    
Section 1:  All official club activities are subject to all rules and regulations of the
by-laws of Alley No. 188. Section 2: Personal conduct of members: A. At no time will alcoholic beverages or intoxicated behavior be displayed
prior to or during any alley activity. B. At no time will smoking be allowed while in make-up. C. At no time will the use of illegal drugs be permitted. D. Members must at all times conduct themselves in accordance with the Clown
Code of Ethics. Section 3: Alley Activities A. Any club activity must be submitted to Public Relations Officer (PR Person)
prior to monthly club meeting. B. PR Person is responsible for further contact with the organization. Section 4: Alley Fees A. School Carnivals-$35.00-They furnish balloons. B. Company Picnics-$100 to $150--2 to 3 hours--We furnish balloons C. Non-Profit Organization-Any organization not charging a fee for the activity.
All donations will be accepted. D. Schools-Make up or educational demonstrations--Free E. Nursing homes and parades--Free
ARTICLE V - MEETINGS
    
Section 1:  Regular meetings shall be held on the first Monday of each month and shall
begin at 7 pm Section 2: An executive meeting can be called by the president. All business conducted
will be voted upon by the officers present. Section 3: In order to transact alley business, two officers, either president or
vice president and one other officer shall be present and at least three
members (not officers). Section 4: Special meetings or workshops shall be called as deemed necessary by the
president. Section 5: Courtesy shall be shown to the president during business meetings.
ARTICLE VI - ALLEY #188 DUES Section 1: Alley #188 dues are $6.00 per year (January through December). Dues shall be
paid by or at the March meeting. Persons joining July through December, dues
shall be $3.00. Section 2: C.O.A.I. dues shall be paid by July 1 of each year. At the July meeting all
members shall be required to show current C.O.A.I. membership card to secretary.
A current C.O.A.I. card must be shown to treasurer when paying Alley #188 dues. Section 3: All dues must be paid before points can be earned.
ARTICLE VII - ELECTED OFFICERS
    
Section 1:  The alley will be ruled by elected officers and will consist of the following:
            A. President
            B. Vice-president
            C. Secretary
            D. Treasurer
            E. Public Relations Person (PR Person)
    
Section 2:  Eligibility for office
            A. President-Must be an active member for at least 12 months and held a previous
elected office. B. Officer-Must be a member in good standing and must have been an active member
for at least six (6) months. Section 3: Election of officers will be held in November of each year. The term office to
commence on January 1 and terminate December 31.

A. At the October meeting the president will nominate a committee to assemble a
slate of officers for the following year. All members will receive a candidate
ballot to fill out and return at the end of the meeting. Absent members will
be contacted by telephone. Section 4: At the November meeting nominated candidates will be voted upon by all members in
attendance. Section 5: Responsibilities of officers will be as follows: President A. The president will preside over alley meetings using the following format: 1. Call to order 2. Roll call 3. Reading minutes of last meeting 4. Treasurers report 5. Old business 6. New business 7. Open discussion 8. Meeting adjourned B. Will make sure all by-laws and Code of Ethics are carried into effect by members. C. Will be a member of all appointed committees and review action taken by such committees.
D. Will co-sign contracts, club documents and checks as needed. E. Will appoint the following offices: 1. Parade Marshall 2. Historian 3. Point system recorder F. Will have the authority to approve expenditures up to $100.00 without a vote of the membership G. Will have one of two keys to the downtown Post Office box number 386 and when
checking box, will leave bank statement for Treasurer to pick up. Vice-President A. In absence of president, shall perform all duties of president. B. Be responsible for providing educational program at end of each business meeting
February through November. Secretary A. Will record all minutes and meeting attendance of regular alley meetings. B. Will maintain records of alley dues, C.O.A.I. dues, and C.O.A.I membership numbers. C. Will check C.O.A.I. membership card of each member in July. D. Wil prepare and mail C.O.A.I. membership report. E. Will prepare folder for new members and keep various forms needed by club. F. Will handle correspondence as needed. G. Keep record of equipment, props, and library materials. Treasurer A. Has custody of alley funds and receipts and will keep accurate account of all monies
incoming and outgoing. B. Will be in charge of all deposits and checks written from alley checking account.
C. Will be in charge of collection of dues at meetings and must see current C.O.A.I.
membership card before issuing membership card of Bartlesville Fun-Addicts, Alley
#188.
D. Inform secretary of members who have paid dues and C.O.A.I. numbe of new members. E. Be responsible for paying rent on downtown P.O. Box 386 in September and will retain
second P.O. Box key for purpose of retrieving bank statements. F. Will submit a written financial report monthly and a written yearly financial report
in January of the following year. Public Relations A. Will serve as media contact with Cable, TV, Radio, Newspaper. B. Coordinate club activities. C. Will contact donation sources.
D. Maintain attendance record of each member who attends parades, club activities, etc. E. Must inform president of club activity before booking event. F. Will be only person corresponding with organization wanting clowns and will set fee
or dontation amounts. G. Furnish written point records monthly to point system recorder.
RTICLE VIII - APPOINTED OFFICERS
    
Section 1: Responsibilities of appointed officers
    
        Parade Marshall
           A. Keep PR Person and alley informed on upcoming parades.
           B. Be responsible for making arrangements and paying fees for entrance into parade.
           C. Be responsible for location of Alley #188 in parade.
    
        Historian
           A. Be responsible for keeping history of club in scrapbook
           B. Bring scrapbook to meetings January through November.
    
        Point System Recorder
           A. Responsible for providing an up-to-date point sheet to each member in January of
each year. B. Responsible for informing president when any member reaches a milestone of 500, 1000,
2000, or 3000 points.
ARTICLE IX - EQUIPMENT, PROPS, LIBRARY MATERIAL
    
Section 1: All purchases of equipment, props, and library material must be approved by a majority
vote of officers present at executive meeting or majority vote of membership. Section 2: All equipment, props, and library material acquired by Alley #188 shall remain the
property of the alley and may be used by alley members only. Section 3: Any alley equipment, props, or library material must be checked out and returned within
30 days. Above mentioned items can be checked out at Boo Boo's Clown Shoppe, 504 South
Seneca, Bartlesville, OK 74003. Section 4: Complete inventory of above items will be on file in library and secretary will have a
duplicate copy. Section 5: If checked out items are lost or damaged, member is responsible for replacement.
ARTICLE X - POINTS AND AWARDS
    
Section 1: Members receive points for holding office, attending meetings, and participation in
alley activities. See attached point sheet. Section 2: Awards are given to members as they achieve the following point milestones. A. 500 Points-Blue or White Satin Windbreaker B. 1,000 Points-Bronze Medallion C. 2,000 Points-Silver Medallion D. 3,000 Points-Gold Medallion Section 3: All medallions will be engraved with the member's name, clown name, number of points,
and month received.
ARTICLE XI - AMENDMENTS
    
Section 1: All amendments to the by-laws must be submitted to the general membership for approval
by a two-thirds vode of those members present.
ARTICLE XII - LIABILITY
    
Section 1: Liability insurance shall be the sole responsibility of the individual member.
Alley #188 will not be held responsible in any case.

ARTICLE III - MEMBERSHIP

Section 3:  Membership may be terminated as a result of the following by a majority vote
            of the members present at the regular monthly meeting.

 

ARTICLE IV - RULES AND REGULATIONS

Section 3:  A. Any club activity must be submitted to Alley Coordinator prior to monthly
              club meeting.

            B. Alley Coordinator is responsible for further contact with the organization.
            C. Alley #188 clowns wishing to receive meritorious award points must
               participate with Alley #188 at club functions and parades.

Section 4:  A. $50 per hour

            B. To be removed. This section states: Company Picnics--$100-150--2-3 hours--
               We furnish balloons

            D. Make-up or educational demonstrations--Donations accepted.

            E. To be removed. This secion states: Nursing homes and parades--free.


ARTICLE V - Meetings

Section 2:  An executive meeting will be held before regular meetings. All business
            Conducted will be voted upon by executive officers. The purpose of an
            executive meeting is to shorten the regular alley business meeting.

Section 5:  To be removed. This section states: Courtesy shall be shown to the president
            during business meetings.

              C. Will be responsible for collecting birthday and anniversary dates each
                 year and announce at meetings.

              D. Will receive 50 meritorious points for holding this office.

            Secretary
              A. Will record all minutes of alley meetings
              B. Will maintain records of alley dues and C.O.A.I. membership numbers.
              C. Will check C.O.A.I. membership card of each member at July meeting.
              F. Will handle correspondence as needed: birthday cards, get well, etc.
              G. Will mail executive board a copy of minutes of each monthly meeting.
              H. Will receive 50 meritorious points for holding this office.

            Treasurer
              G. Will receive 50 meritorious points for holding this office.

            Alley Coordinator
              D. To be removed. This section states: Maintain attendance record of each
               member who attends parades, club activities, etc.
            
              G. Fill out forms for parades and register as Bartlesville Fun-Addicts.

              H. Arrange for a parade banner to be present at each parade.

              I. Will receive 50 meritorious points for holding this office.


ARTICLE VIII - APPOINTED OFFICERS

Section 1:  To be removed: Parade Marshall


            Balloons & Face Painting Coordinator
               A. Keep Kiddie Park balloons organized and stocked.
               B. Keep extra balloons organized, stocked and separate from
                  Kiddie Park balloons.
               C. Turn in balloon expenses each month to treasurer.
               D. Arrange for balloons to be at each event.
               E. Keep face painting kit ready to go. Maintain brushes, stamps,
                  clean water, paints, and towels.
               F. Arrange for face painting kit to be at each event.
               G. Will receive 15 meritorious points for holding this position.


            Librarian
               A. Keep accurate record of materials checked in or out.
               B. Record all new material coming into library.
               C. Enforce library rules:
                   1. No more than two items checked out at a time.
                   2. Items must be returned by next meeting.
                   3. A $1.00 fine will be assessed each month for each item not
                      returned on time.
                   4. If item is lost, full replacement cost will be made by user.
                   5. Items kept over three months and not renewed are considered
                      lost.
                   6. Librarian is responsible for key to library and will turn
                      key over to new librarian at January meeting.
                   7. All items are property of Alley #188.
                   8. All fines will be turned over to Treasurer.
                D. Will receive 15 meritorious points for holding this position.


            Webmaster
               A. Responsible for maintaining and updating the Bartlesville 
Fun-Addicts web page, http://fun-addicts.net. B. Will present invoice to club for domain name and web space. C. Will receive 15 meritorious points for holding this position. Color Book Chairperson A. Make contact with Tri-County Tech printing department and arrange to get coloring book printed. B. Make arrangements to get check from treasurer to pay for
coloring books. C. Each member will receive one free book. D. Will keep accurate records of how many books sold, how many books on hand, and money turned over to treasurer. E. Will receive 15 meritorious points for holding this position. Historian B. Scrapbook will remain at meeting location if possible. Point System Recorder A. Responsible for providing a final up to date point sheet to each member at January meeting. D. Collect sign-up sheet at end of meeting E. Inform clowns to contact you of event attended. F. In order F. Will receive 15 meritorious points for holding this position. Greeter A. Set up greeter table with name tags and collect name tags at end of meeting. B. Greet all clowns and visitors with a pleasing tone of voice. Visitors will get a visitor tag. C. Have enough seating available for all members and visitors. D. Pass out literature as needed. E. Will receive 15 meritorious points for holding this position.             E. 4000 Points - A professional made multi-colored vest with Fun-Addict logo
               on back.
            F. 5000 Points - New jacket with Fun-Addicts logo on back.
